Subject-based funding of preparatory courses for federal PET examinations: market analysis
Initial situation: It is the aim of the three main partners within the VPET system (namely the Confederation) to provide targeted support to tertiary-level professional education and training (PET) (see Master Plan for the VPET System 2012). Among the various objectives, the Confederation intends to significantly increase its contribution to the funding of the PET sector. Discussions are currently underway on various subject-based and supply-driven models for the funding of preparatory courses for federal PET examinations. The change to subject-based funding would bring about a major paradigm shift whose impact on supply and demand for such courses is difficult to predict.
- Theoretical analysis based on economic models/concepts
- Literature search (empirical studies on supply-driven education funding instruments and tertiary-level professional education and training)
- Gathering and analysis of information on current market and price structures for preparatory courses for selected federal PET examinations
