External evaluation of cantonal pilot project “Il franco in tasca” to prevent excessive debt
This evaluation was commissioned by the Canton of Ticino, Department of Health and Social Affairs. SFIVET has been asked to perform an external evaluation of the pilot project “Il franco in tasca” to prevent excessive debt.
This pilot project is comprised of a series of action steps designed to achieve the following: a) prevent excessive debt among young people and adults: b) train debt-prevention specialists to assist citizens who find themselves excessively in debt or who are at risk of becoming indebted; c) promote intervention to help indebted citizens.
The main objectives of the evalution include:
- Continuous monitoring of all planned activities within the pilot project so as to offer ideas and recommendations on how to improve efficiency;
- Assessing the relevance, suitability and efficacy of the various action steps taken.
The evaluation will include various qualitative and quantitative methodologies used to gather and analyse data. Monitoring and evaluation tools will be developed ad hoc for each of the planned activities within the pilot project in order to gain a detailed and contextualised understanding of the main outcomes, limitations and potential. In particular, information will be gathered using questionaires, a focus group and observation sheets. In addition, a group of debt-prevention and financial education experts will be established. This group will be asked to use their expertise to assess the relevance of the planned activities within the pilot project on the basis of how well they further the general objectives of prevention, training and intervention.
For each action step, an evaluation report will be drafted, including recommendations and suggestions on how to improve the action step. A final report will present success factors and observed weaknesses in the various action steps. This report will also include recommendations on how the pilot project should be pursued in the future.
