Evaluation of the conceptual framework ‘Advice - Encouragment – Guidance’ of the Canton of Zurich

In 2015, the Canton of Zurich enacted the conceptual framework ‘Advice - Encouragement - Guidance’ which defines respective key values to be implemented in all vocational schools in the Canton of Zurich. Each vocational school has established its own specific concept in this area. SFIVET’s Evaluation Unit is mandated to conduct an external evaluation.

In March 2015, the Canton of Zurich enacted the conceptual framework ‘Advice - Encouragement - Guidance’, which defines respective key values to be implemented in all vocational schools in the Canton of Zurich. Each vocational school has established its own specific concept in this area. The Office of Upper-Secondary Education and Training of the canton of Zürich has mandated SFIVET’s Evaluation Unit to investigate whether the objectives formulated in the conceptual framework have been reached. Some additional evaluation issues shall also be addressed.

Method

The evaluation procedure applied in order to answer these questions involves several steps:

The first step consists of the analysis of all the written school concepts to assess the level of implementation. For this purpose an assessment grid is elaborated which can be used to assess the various school concepts. It will be based on the conceptual framework enacted by the Canton of Zurich on 16 March 2015, on the mandatory evaluation questions and on additional considerations.

In the second step, all the school concepts will be analysed with the elaborated assessment grid.

In the third step, the practices related to advice, encouragement and guidance should be made visible by means of semi-structured telephone interviews. At each school, one person who is directly responsible for this area will be interviewed as well as other persons that are involved.
