Companion report to the study of regulation costs in vocational education and training

By order of the Swiss Federal Council, the regulation costs associated with the Swiss system of vocational education and training have been estimated for the first time. The results, rec-orded in the report on the cost estimation and simplification of regulations within VET (Schlussbericht zur “Schätzung der Kosten und Vereinfachung der Regulierungen im Bereich der beruflichen Grundbildung”), will be published by the end of 2013. The Swiss Federal In-stitute for Vocational Education and Training (SFIVET) was commissioned by the SERI to pre-pare a companion report.

The companion report complements the cost aspect of regulations, which is the focus of the original study, by additionally considering the utility of regulations in the context of vocational education and training. This is achieved by comparing the results from existing studies on the overall costs and benefits of apprenticeship training in Switzerland with the estimated regula-tion costs of VET. Such a comparison allows a more nuanced view on the importance of reg-ulation costs within the system of vocational education and training.
